Our Founding Fathers wanted a new form of Government than an Authoritarianism. A Constitution became the new form of Government rather than an Authoritarian or a Democracy. The Constitution established 3 Branches for a Government Organization - One Legislative Branch, one Judicial Branch and one Executive Branch. The 3 Branches collectively nor independently of the others were to be the Law, instead they were to create, execute and protect the Law.
The Law came after the Constitution and was called The Bill of Rights. Violations of the Bill of Rights were to constitute crime and the Government Organization outlined in the Constitution were to preserve and protect the new Nation's citizens not the Organization nor those with wealth who can bribe the Government Leaders. All citizens were to be treated with their rights to Life, Liberty, and Property.
